A CNOB certificate is designed to help a receiving institution understand exactly what was reviewed, what conclusion was reached, and how far that conclusion can responsibly go.CNOB 证书旨在帮助接收机构准确理解：审查了什么、形成了什么结论，以及该结论负责任地可以走到哪里。

01 Evidence is named证据被列明

The certificate identifies the documents, declarations, public information and procedures used.证书列明所依据的文件、声明、公开信息与程序。

02 Scope is bounded范围被限定

It states what CNOB examined and what was outside the review.说明 CNOB 实际审查了什么，以及哪些事项不在范围内。

03 Language is graded措辞按级别表达

The certification level controls the strength of every conclusion.认证等级决定每项结论的表述强度。

04 Status is verifiable状态可独立核验

1Level

CNOB RecordedCNOB 已登记 Declaration-based基于声明

The relevant information has been registered into the CNOB system. Used where material is limited and rests mainly on the applicant’s declaration.相关信息已登记进 CNOB 系统。适用于材料较弱、主要基于申请人声明的情况。

Does mean代表

CNOB has recorded the stated information in its register.CNOB 已将所述信息登记入册。

2Level

CNOB ReviewedCNOB 已审查 Document review文件审查

CNOB has reviewed the documents the client submitted. Used for completeness, surface consistency and basic review.CNOB 已审查客户提交的文件。适用于文件完整性、表面一致性与基础审查。

Does mean代表

CNOB examined the submitted documents and found them complete and internally consistent on their face.CNOB 已审查提交文件，认为其表面完整且内部一致。

Does not mean不代表

That the source documents are genuine or that facts were confirmed with any issuer.源文件真实无误，或事实已向任何签发机关确认。

3Level

CNOB VerifiedCNOB 已核验 Cross-checked比对核验

CNOB has cross-checked, compared, searched public sources or obtained third-party confirmation, so far as feasible. Used where stronger base documents or verifiable sources exist.CNOB 已在可行范围内进行核验、比对、公开检索或第三方确认。适用于具有较强基础文件或可核验来源的情况。

CNOB took reasonable, feasible steps to test the information against other sources.CNOB 已采取合理、可行的步骤，将信息与其他来源比对核验。

Access to non-public official databases, or a guarantee of absolute accuracy.访问非公开官方数据库，或对绝对准确性的保证。

4Level

CNOB CertifiedCNOB 已认证 Institutional certification机构认证

CNOB institutionally certifies a translation, copy, summary, information record or document package. Used for documents formally delivered to a third-party institution.CNOB 对翻译件、副本、摘要、信息记录或文件包作出机构认证。适用于正式交付第三方机构的文件。

Does mean代表

CNOB certifies, as an institution, that the deliverable faithfully reflects the source it was made from.CNOB 作为机构认证：交付件忠实反映其所依据的源文件。

Does not mean不代表

An official legalisation, apostille or government authentication of the underlying document.对底层文件的官方领事认证、附加证明书或政府认证。

5Level

CNOB AssessedCNOB 已评估 Reasoned judgement专业判断

CNOB conducted evidence assessment and investigation to form a professional judgement. Used for complex cases without complete official documents but with multiple supporting evidence and investigative grounds.CNOB 进行了证据评估与调查程序，形成专业判断。适用于没有完整官方文件、但有多项辅助证据与调查依据的复杂案件。

Does mean代表

CNOB weighed the available evidence and investigation, and reached a reasoned professional conclusion with stated limits.CNOB 权衡可取得的证据与调查，得出有依据、并标注限制的专业结论。

Does not mean不代表

A finding of fact by any court or authority, or proof beyond CNOB’s own assessment.任何法院或机关的事实认定，或超出 CNOB 自身评估的证明。
