1 · Not a government authority一 · 并非政府机关

CNOB is an independent third-party professional service institution. It is not a government body, does not act for any government, and exercises no public or official power.CNOB 是独立第三方专业服务机构。它不是政府机构，不代表任何政府行事，也不行使任何公共或官方权力。

2 · Does not replace official documents二 · 不替代官方文件

A CNOB certificate does not constitute or replace any government document, police clearance, civil registry record, court record, notarial deed, apostille, legalisation or consular authentication.CNOB 证书不构成亦不替代任何政府文件、无犯罪记录证明、民事登记记录、法院记录、公证书、附加证明书、认证或领事认证。

3 · Does not guarantee acceptance三 · 不保证被接受

CNOB does not and cannot guarantee that any institution will accept its certificates. Acceptance is never within CNOB’s control.CNOB 不会也无法保证任何机构会接受其证书。接受与否从不由 CNOB 控制。

What CNOB certifies is its own review, verification, translation, witnessing, registration, investigation or assessment — and the conclusion it reached within that scope.CNOB 认证的是其自身的审查、核验、翻译、见证、登记、调查或评估——以及在该范围内所形成的结论。

5 · The receiving party retains final discretion五 · 接收方保留最终判断权

The recognition, acceptance, evidentiary value or legal effect of any CNOB certificate remains subject to the rules, discretion and decision of the receiving country, authority, court, bank, school, employer, immigration department or other relevant party. CNOB certificates are intended to assist, reference, explain and organise evidence.任何 CNOB 证书的认可、接受、证明力或法律效力，均取决于接收国家、主管机关、法院、银行、学校、雇主、移民部门或其他相关方的规则、裁量与决定。CNOB 证书旨在辅助、参考、解释与整理证据。

Understanding the boundary理解这条边界

No. A CNOB certificate is a professional third-party document. It records CNOB’s own procedure and conclusion. It is not issued by, and does not carry the authority of, any government, court or official body. Whether it has any legal effect in a given context is for the receiving party and applicable law to determine.不是。CNOB 证书是专业第三方文件，记录的是 CNOB 自身的程序与结论。它并非由任何政府、法院或官方机构出具，也不具备其权力。在特定情境中是否具有法律效力，由接收方及适用法律决定。

Because no honest third party can. Every receiving institution applies its own rules and discretion. Any provider that “guarantees” acceptance is overclaiming. CNOB works with documents and information that are lawfully available to it — those the client provides, public records, and materials obtained through lawful, authorised channels. CNOB attestation is a private third-party act — CNOB confirming that it witnessed, reviewed or certified something within its own procedure.
